Why this exists

Because "the AI decided" is not evidence.

The first time an agent transaction gets disputed, someone has to show a network, a regulator, or a court why money moved. The agent's context window is gone the moment the session ends. If the reasoning was not sealed at decision time, it does not exist.

We operated under FinCEN BSA and Panama Law 23 obligations before writing a line of this product, so we built the record the examiner will ask for: every decision preserved with its attested intent, fired gates, and scores, tamper-evident from the moment it happened.
